Brief description
This project aims at developing concepts for the reform of regional planning which are consistent with sustainability. These concepts are to avoid upgrading the legal character of the regional planning legislation und seek to preserve as much leeway as possible for decentral planning levels.

Based on the approach of tradeable planning permits, design options and forms of implementation shall be investigated which promise to realise the goals of the states, regions and also the Federal Government in an efficient and proportional way.

In this way the application of the results leads to two products: The Federal Government obtains a conception for the realisation of its quantitative and qualitative goals of land use politics; whereas the appeal of these goals is analytically researched with the emphasis on institutions.

On the other hand the participating states receive predictions on the effects of concrete conceptions for an effective “Flächenkreislaufwirtschaft” which match their specific regional interests. These again contribute to the aims of the Federal Government.
