Brief Description
Project idea
The Federal Ministry for Education and Research (BMBF) funded a series of projects about space and area management during the past years. The municipal inner development fund (KIF) from the BMBF's program "Kommunen innovativ" resumes to this processing. Due to the demographic change, rural municipalities are confronted with modified demand structures which exert a huge adjustment pressure. For these new challenges the designation of new building land does not offer appropriate solutions like it used to do for many decades. The municipal inner development fund (KIF) represents an alternative course of action which claims the priority of inner development from the rural municipalities. Due to the funds voluntary character, a new management scope gets created which provides financial resources through one's own initiative. This increases the likelihood of financial contributions to projects of inner development, which are unprofitable when funded privately, but profitable when funded publicly.
Project objective
The aim of this project is to study the legal and actual requirements for the establishment of an inner development fund, which is sustained on a voluntary basis and organized on municipalities' initiative. By focusing on and encouraging inner development, the cost for municipalities to develop new building areas should be avoided in the middle and long term. Beyond that, a contribution for a more economic use of ground and land is provided. This represents an important contribution to the national strategy for sustainability.
Project execution
The initiative brings nationwide interested municipalities together. The University of Göttingen conducts an impact analysis pointing out the macroeconomic advantages and disadvantages of inner development against external development. In addition, the municipalities Nienburg and Gifhorn play two practice-orientated experimental games. The purpose of these games is to simulate a KIF and identify the conditions for its successful implementation. At the end of the project a generalized framework agreement and advices in terms of a guideline for the implementation of the KIF should be completed.
