Brief description:

The project "Vocational Training Report 2019" illustrates the strengths and weaknesses of the vocational training system within the Federal Republic of Germany from the perspective of matching problems on the regional training market. Within this context, specific features of the 16 federal states are identified in detail. The objective is to undergo a differentiated analysis of the vocational training system - in addition to the training programs and the demand thereof within the dual and full-time school-based training sector – also the vocational transition system and whatever follows subsequent to vocational training. With the help of the central concept of matching problems, a set of meaningful indicators for the analysis of regional and vocational matching problems in vocational education and training will be further developed at the federal and federal state level. The indicator-based illustration of vocational training activities is effected by input and outcome factors. The input indicators include the features which structure, extend or restrict the training programs such as activities by companies and state actors in vocational training. They provide the basis for supplying the economy with qualified staff and skilled workers with professional development and subsequent earning opportunities. The outcome indicators cover all results of vocational training providing information about how to supply the regional labor market with qualified staff and how to support the chances of employment for young people by means of training.

The results at the level of the federal states are first identified and interpreted in comparative manner within the context of specific factors (e.g. demographics, economic structure, economic performance). In particular, the interplay between socio-economic context factors and active vocational training policy is to be identified and ascertained. A state report on the vocational training situation - framework conditions, special features, differences in regional matching problems - will furthermore be prepared for each federal state. Regionalized analyses are also is to be carried out in order to better identify problem situations and other challenges.

The "Vocational Training Report 2015", the first report focusing on performance and equal opportunities in comparison between the federal states was published in 2016 (https://www.bertelsmann-stiftung.de/de/unsere-projekte/chance-ausbildung/laendermonitor-berufliche-bildung/).

The project „Vocational Training Report 2017“ was set forth in January 2018, delving into an further perspective on the day-to-day happenings of vocational training in small and medium-sized businesses as well as an in-depth analysis of the transitional sector(https://www.bertelsmann-stiftung.de/de/unsere-projekte/laendermonitor-berufliche-bildung/laendermonitor-berufliche-bildung-2017/). The results of the study revealed clear inequalities in performance and equal opportunities in the training systems between federal states.

With the project "Vocational Training Report 2019", reporting on matching problems on the regional training market is being continued and further developed at federal state level.
