European Partnerships are allocated to the thematic Clusters. The EU Commission as well as public and/ or private partners commit to developing strategic research and innovation agendas (SRIAs) for the respective partnerships. The partnerships publish recurring calls for proposals and e.g. researchers can apply for funding. They will only be established in cases where the objectives of Horizon Europe can be achieved more effectively as in comparison to other activities. Overall, there will be up to 50 such partnerships in Horizon Europe distributed among the following clusters:

Missions are ambitious, highly visible to the public, and focused initiatives funded under Horizon Europe with the objective of contributing solutions to societal challenges. To achieve this goal, various actors from science, business, society and politics will work together. Citizens were particularly involved in the preparation of the Missions and their aims. Accordingly, citizens will play a key role in the implementation process of the Missions in order to increase the acceptence of the contributions presented as solutions to societal challenges. Missions are implemented by regular calls where e.g. researchers can submit their proposals. The following Missions have been proposed by the EU Commission:

These Missions contribute to the implementation of the Sustainable Development Goals (SDGs) of the United Nations and the European Green Deal of the EU Commission and the respective objectives shall be reached by 2030.
