Another successful Seminar in Brussels

Last week from 17-19 February 2024, 14 students presented their work as part of the seminars "International and EU Investment Law - Current Developments" and "Business and human rights - EU Perspectives" in Brussels. Framed by interesting lectures by international guests and a visit to the EU Parliament, the seminar was a complete success.

Elsabé Boshoff is a Doctoral Research Fellow at the Norwegian Centre for Human Rights (NCHR), University of Oslo. Her research interests include human rights issues related to the environment, sustainable development, extractive industries, and business and human rights, with a primary focus on the African context. She has a further interest in transitional justice and human rights in conflict situations. Before joining the NCHR, Elsabé worked with the African Commission on Human and Peoples' Rights between 2017 and 2020. She holds an LL.M in Human Rights and Democratisation in Africa from the Centre for Human Rights, University of Pretoria, and BA and LLB degrees from Stellenbosch University, both in South Africa. During the upcoming session, Elsabé Boshoff will delve into the relationship between human rights and the environment under international law, both how human rights are recognised in environmental instruments and how environmental concerns are addressed through human rights law. She considers the main jurisprudence on a human rights-based approach to protection of the environment (HRBA), some of the benefits and challenges of HRBA and looks at how this approach has been used in the protection of indigenous people’s rights and more recently in the fight against climate change.

The event is open to all students from bachelor and master programs of the Faculty of Law and other interested students from the University of Göttingen. Through an in-depth analysis of more than 60 COP decisions and resolutions, she discusses how law-making activity in forest-related MEAs may be strengthened and used to fill the gaps in International Forest Law.

About the Author:
Dr. Yilly Pacheco is a Postdoctoral Researcher at the Institute of International Law and European Law at the University of Göttingen, Germany, funded by the Dorothea Schlözer Program (2022-2024). She holds a Ph.D. in Public International Law from the University of Göttingen (magna cum laude), and an LL.B. and an LL.M from Universidad Santiago de Cali, Colombia. Yilly has experience as a lecturer and researcher in Colombia and Germany. She is currently the lecturer of the course International Environmental Law at the University of Göttingen. She is the author of several papers and book chapters on forest governance, climate change law, international forest law, and Trade and Sustainable Development Chapters in Preferential Trade Agreements. Yilly is also the co-editor of the book European Citizens’ Initiative: A Tool for Engagement and Active Citizenship. Workbook ECI From A to Z.

Between 3 and 8 November, in a collaborative initiative between the University of Göttingen, the University of Bern, and the Università della Svizzera italiana, we are convening a series of three online workshops under the title "Climate Change and International Economic Law: Where are we headed?". These webinars will bring together a blend of established experts and fresh perspectives, aiming to provide a holistic outlook on ongoing developments in treaty-making, policy (carbon markets) and dispute settlement. Prof. Stoll and Agata Daszko, LL.M. (Leiden) offer advanced students a seminar on "International and EU Investment Law - Current Developments" in the winter semester of 2023/24. The seminar will focus on current developments in international investment agreements and aims to deepen students' knowledge and understanding in international investment law and arbitration. Especially, this seminar aims to explore topics pertaining to protection of investments on the EU level, following big changes in this field in the recent years. It will also address the topic of EU's attitudes and activities concerning investment protection at the international level. Further information can be found here.

Prof. Stoll and Agata Daszko LL.M. (Leiden) also offer a seminar on "Business and Human Rights – EU Perspectives" in the winter semester of 2023/24. New book: Workbook ECI From A to Z – Open Access

The book “European Citizens’ Initiative: A Tool for Engagement and Active Citizenship | Workbook ECI: From A to Z“ is now available online open access! It gathers contributions to understand better and further develop the European Citizens’ Initiative and describes the methodology followed and results reached under the Erasmus+ project “ECI From A to Z“. More than that, this publication is a practical toolkit for all who wish to know more about the European Citizens’ Initiative and how to put it in motion. The book, published by Göttingen University Press, was edited by Dr. Yilly Pacheco and Prof. Dulce Lopes. The authors are researchers from the partner universities and invited expert professors from other universities, representatives from civil society organizations, organizers from ECIs, ECAS, and representatives of the ECI National Contact Points.

Erasmus+ Project ECI From A to Z comes to an end

It has been a fruitful journey! After more than two years of dedicated work, the Erasmus+ project “European Citizens’ Initiative: A Tool for Engagement and Active Citizenship | ECI: From A to Z” has come to an end. The project jointly developed with the universities of Göttingen, Coimbra, Iasi, and Vigo contributed to empowering student participants with citizen skills for active citizenship in the European Union through the development of peer learning activities, an online course on ECI, and two ECI Models (moot court style). The objectives of the project were successfully achieved, proving that it is possible to gather forces in order to make the EU a common place where every person and every voice count.

The final activities took place at the University of Coimbra last 27-28 March, with discussion panels on views on the European Citizens’ Initiative with expert researchers and practitioners, the presentation of the final outcomes of the project, and didactical activities on the ECI for around 200 participants that joined the event on-site. During the event, Dr. Yilly Pacheco participated in the expert panel and also presented the Workbook ECI From A to Z coedited with Prof. Dulce Lopes (Coimbra) to be published by Göttingen University Press.

We want to thank the tutors and researchers Malte Gutt, Agata Daszko, and Dr. Yilly Pacheco for their commitment to the project and of course, all students from the University of Göttingen Team who actively participated in the project during these two years.

Dr. Yilly Vanessa Pacheco offers a seminar on “EU Policy and Legal Approaches addressing Global Deforestation” in the summer semester of 2023. The seminar will discuss the current developments and new policy approaches on trade and sustainability in the EU applicable to halt global deforestation and ecosystem degradation. It will focus on the the EU regulation on deforestation-free products, the reform of trade and sustainable development chapters in EU trade agreements, the inclusion of forests in sustainable finance, and the EU legislation on environmental and human rights due diligence. The mandatory introductory meetings will take place on January 30, 2023 at 6:30 pm and April 17, 2023 at 9:30 am (hybrid). Second Model on the European Citizens' Initiative

The University of Göttingen will host the second ECI Model from 11 to 15 October 2022 in the context of the Erasmus+ project ECI from A to Z. Students from the universities of Coimbra, Iasi, Vigo, and Göttingen will participate in a simulation of the submission process of a European Citizens’ Initiative, the public hearing with the European Parliament, and the meeting with the European Commission. The event is part of the Erasmus Days. Members of the academic community in Göttingen are invited to join the public hearing session on Friday, 14 October, at the Pauliner Kirche. The European Citizens’ Initiative is a unique participatory mechanism in place since 2012 that allows Europeans to call on the European Commission to propose new legislation to the European Parliament. 2022 ICON-S Conference on the Global Problems and Prospects in Public Law

On 5 July 2022, two of our research fellows (Dr. Yilly Pacheco and Agata Daszko) have participated in the 2022 ICON-S Conference on the Global Problems and Prospects in Public Law. On the panel entitled “European Citizens Initiative and Institutional Change” Ms. Daszko presented her research on “ECI and the Question of Participation” while Dr Pacheco presented on the topic of “The Initiative Role of the Commission”. This presentation was part of the continuing work of Erasmus+ project “ECI from A to Z” jointly developed by the universities of Göttingen, Coimbra (Portugal), Vigo (Spain) and Iasi (Romania).

European Citizens' Initiative 10 years on: An ECI for the next generation

In the context of the ECI Day 2022 “The European Citizens’ Initiative 10 years on: ready for the future?”, Dr. Yilly Pacheco, Research Fellow from the Department of International Economic and Environmental Law, will present the results of the Erasmus+ project “ECI from A to Z” jointly developed by the universities of Göttingen, Coimbra (Portugal), Vigo (Spain) and Iasi (Romania). Dr. Pacheco is one of the speakers in the session “An ECI for the next generation”, which aims at exploring and discussing the growing use of the ECI by young activists, how this changed over time and what can be done so that more young people embrace this opportunity for participation in EU policy-making. The event, marking the 10th anniversary of the ECI, is hosted by the European Economic and Social Committee in Brussels, and organized in collaboration with the European Citizen Action Service, the ECI Campaign, Democracy International, and the Bertelsmann Foundation. “From Fossil Fuels to Renewable Energy: Trade and Investment Options - defining the research agenda after COP26, the IPCC Reports and OECD Discussions”

On 7 June between 11:00 and 15:00 (CEST), we will be hosting a webinar entitled “From Fossil Fuels to Renewable Energy: Trade and Investment Options - defining the research agenda after COP26, the IPCC Reports and OECD Discussions”.
To effectively combat climate change, big and small reforms are necessary to the current trade and investment systems, both of which often take central stage in discussions on environmental protection. Our two panels will present on topics of international trade law and international investment law and discuss how these two legal frameworks can and should facilitate energy transition, and what their roles are in the broader fight against climate change. The panels will also endeavour to address where there are still gaps in research and contribute to the discussion on the future of academic research in these areas.
The webinar is conducted as part of the ENLIGHT network and is supported by the ESIL Interest Group on International Economic Law.

“European Citizens' Initiative: A Tool for Engagement and Active Citizenship. ECI: From A to Z” - Call for Applications

We are looking for 20 students interested in a dynamic and collaborative project with other universities across Europe about the European Citizens' Initiative. The project “ECI: From A to Z” aims to develop skills of bachelor, Staatsexamen, and master students to co-construct, create, and launch their own citizens’ initiatives. The selected students will engage in an international experience with tutors, professors, and fellow participants from the universities of Coimbra (Portugal), Vigo (Spain), and Iasi (Romania). Recognition of ECTS credits is possible as Studium generale. Students from the Law Faculty will obtain a foreign language certificate (Fremdsprachennachweis).

Prof. Stoll offers a seminar on "Climate Change and the World Economy" in the summer semester 2022. Many states and the EU take measures to combat climate change by reducing greenhouse gas emissions in sectors such as energy production, industry, transport and industry. The seminar will discuss relevant proposals and disputes in this area, including, for instance, EU and US initiatives to tax products from other countries in view of the emissions caused during production, Climate-change related provisions in international free trade agreements and others. New Project: ECI from A to Z

The Jean Monnet Chair has joined the universities of Coimbra (Portugal), Vigo (Spain), and Iasi (Romania) to conduct the new interactive project "European Citizen's Initiative: A tool for engagement and active citizenship". The project with the short title "ECI from A to Z" aims to promote civic engagement and voluntary participation and to model a European Citizens' Initiative's procedure before the European Commission. The Jean Monnet Chair offers a seminar on "EU Trade and Investment for Sustainable Development" in summer semester 2021. Brexit - environmental, consumer and labour standards: Report for the Parliament of Northrhine-Westfalia

After leaving the EU, international agreements will hardly prevent the UK from considerably changing its policies in view of the protection of the environment, consumers and labour standards. This is the result of a study of Prof. Stoll commissioned by the Parliament of the State of Northrhine-Westfalia, which now has been derestricted: "Die veränderten Wettbewerbsbedingungen von Nordrhein-Westfalen durch ein verändertes Level Playing Field in den Wirtschaftsbeziehungen zum Vereinigten Königreich und Nordirland. The European Union is a strong supporter of the principle of sustainable development – internationally as well as internally. The seminar will explore the legal foundations of the principle and means to implement it both globally and within the EU, including EU trade agreements, law of climate change, emission control and nature protection. In Wintersemester 2020/21, a seminar about "Christian Seefaring- theological und legal perspektives" will be offered to advanced students. The seminar is offered in cooperation with Prof. Kaufmann, chair for christian history at the theological faculty. Paper on the future of the WTO

Prof. Dr. Peter-Tobias Stoll, holder of the Jean Monnet chair "European Union and Global Sustainable Development Through Law", has published a research paper about the World Trade Organization (WTO) and its ability to withstand profound political challenges. The paper with the title "A Washington wake-up call and hybrid governance for world trade" has been published in the journal "Questions of International Law". The WTO is currently affected by multiple actions of the US administration, that challenge its core principles. The paper can be read here.

Seminar on the current developments of Brexit

The Jean Monnet Chair offers a seminar on the Brexit and its current developments to advanced students in summer semester 2020. On 31 January, the United Kingdom has left the European Union. The seminar will address the legal consequences, analyze the so-called Withdrawal Agreement and discuss current developments, particularly the negotiations on an agreement on the future relations. The introductory meeting is supposed to take place on 14 April at 6 pm in the Library of the Institute for International Law and European Law. Participants of the introductory meeting of Wednesday 29 January are admitted automatically. Participants can receive a language certificate. Further information can be found here.

Guest Lecture about Nord Stream 2

15.01.2020
On 21.01.2020, Bernd Westphal will deliver a guest lecture on Nord Stream 2 in German and European foreign policy. Bernd Westphal is a member of the Bundestag and the spokesperson on economic and energy policy of the SPD parliamentary group. The underwater gas pipeline Nord Stream 2 is designed to transport 55 billion cubic meters of natural gas from Russia directly into the European Union. However, the project is politically highly controversial. In nearly no other field of the energy and foreign economy, geostrategical interests of important global players (EU, USA, Russia, Poland, Ukraine) are more conflicting. The lecture starts at 4:15 pm in hall ZHG 001. It is part of the lecture European Law I by Dr. Till Patrik Holterhus, MLE., LL.M. (Yale) and is hosted by the Jean Monnet Chair. Event Poster

Seminar on the European Green Deal

The Jean Monnet Chair offers a seminar on the new "European Green Deal" to advanced students. The Green Deal was recently announced by the new European Commission. It aims at making the EU climate-neutral by 2050, protecting natural habitats, unlocking economic growth and promoting employment by way of an inclusive transition. The seminar will address the legal aspects of this ambitious project, including EU and international dimensions. Introductory meetings will take place on 29 January and 16 April at 6 pm in the Library of the Institute for International Law and European Law. Participants can receive a language certificate. "The Rule of Law in international and Domestic Contexts" – The Research Forum of the European Society of International Law, Göttingen, 4th and 5th April 2019

Does rule of law exist in the spheres of international law and European law? An if so, how can it be maintained in times of contestation? Such questions were the issue at this year's Research Forum of the European Society of International Law in Göttingen on the 4th and 5th April 2019. 160 legal scholars travelled to Göttingen in order to discuss the imminent questions with respect to the rule of law. The Research Forum was organised by the European Society of International Law (ESIL) together with holder of the Jean Monnet Chair for 'European Union and Global Sustainable Development Through Law', Prof. Peter-Tobias Stoll. The Forum offered a number of panels on historic, theoretical and economic aspects of the rule of law. Full report
